Analysis Essay Pierre Trudeaus speech at the Proclamation Ceremony on April 17, 1982 marks a significant historic event that took place in Canada at that time. Up until that point, the country had ruled under the British Parliament, and the Charter of Rights had not been added to the Canadian Constitution.
